Software expertise, or how fraudsters profit from government contracts
This story happened more than 3 years ago, so I can safely remove the “commercial secret” stamp and voice its details on the Internet.
Our company was approached by colleagues from the financial and control department of the Ministry of Defense of the Russian Federation with a request to conduct an examination of the software - “ Stand for modeling emergency situations in flight ”. It must be said that colleagues from the MoD immediately suspected a trick in the software and decided to conduct an independent expert assessment in order to understand what they were dealing with and whether it was worth the money that was voiced in the state contract. A government contract was not a joke, the total cost of the project was about 20 million rubles!
Initial data:
For the study, we obtained files on flash-media with a total volume of 2,225,414 699 bytes. The root of the carrier contained two directories: FltRec02; SM-AS 2006 .
Operating system on the examined computer: Microsoft Windows XP Professional.
Analyzing files in the FltRec02 directory
File size: 472,899 bytes.

Among all the files presented, only one boot file is FLTREC02.exe , which cannot be launched.
However, the analysis of the file code showed that the copyright belong to Microsoft Corp.
Analysis of files in the SM-AS 2006 directory
Fighter ace ii
Directory size: 2,251,941,800 bytes.

After starting the file, the window shown in fig. 2
Judging by the highlighted in fig. 2 inscriptions, copyright belong to Microsoft Corp. After clicking on the “install” button on the left side of the screen, the installation of the program is launched, with registration data, see Figure 3.
The presence of the security key already entered (see the selection in Fig. 3) indicates the “pirated” origin of the software product!
After installing and running the program in “play” mode, the user needs to register with the server of the official manufacturer, Microsoft.
In the training mode, a “training mode” is opened before the user, see fig. 5 and 6
Conclusion: The software under study belongs to the class “Computer games - Simulators”, developed by Microsoft Corp., year 1999, the name is Fighter Ace II.
The cost of the software product, taking into account the "pirated" origin, is about 70 rubles.
Bootable files FLTSIM98.exe, FS2000.exe, FS2002.exe
These files launch the Microsoft Flight Simulator 2002 program, which is hidden under the “In-Flight Simulation Stand” screensaver. Company CJSC "XXXXXX" violated the copyright indicating itself as a developer!
Information about the legal origin of the software product could not be found!

Conclusion: The software under study belongs to the class “Computer games - Simulators”, developed by Microsoft Corp., year 2002, the name is “Microsoft Flight Simulator 2002”.
The cost of the software product, taking into account the "pirated" origin, as well as the cost of the design of the splash screen (Fig. 7) is about 200 rubles.
Total, the total cost of software received for examination is about 270 rubles.
As a result of the examination, the staff of the Defense Ministry was recommended to contact the military prosecutor’s office and counterintelligence for an investigation!
