
Chile has become the first country in the world to approve a law that guarantees Internet users compliance with the principles of network neutrality, as well as free access to the resources of the global network.
The bulletin, approved by the Council of the Chamber of Deputies by 100 votes in favor, with one abstention, introduces new provisions into the Law on Communications, formulating and consolidating five main provisions.
- Internet providers are prohibited from restricting access to and discriminating against any type of network users in relation to any type of content, web application or service, with the exception of measures to ensure the protection of users' identity, counteract viruses and ensure network security.
- Providers are required to provide “parental control” functions.
- Providers must change contracts, make them more “transparent” and provide users with written additions and explanations so that subscribers can easily and clearly define the list of services provided by the operator.
- Providers are obliged to ensure the confidentiality of users, protect them from viruses and ensure security when they are online.
- Providers must ensure free access to all types of content, services and applications on the global network and, when providing services, do not recognize content uploaded by users regardless of whose property it is. As well as prevent the restriction of users' freedom to use content or services, except for specific user requests

The document underwent several improvements in the first reading, after which the senators made several amendments on their part, which were approved by the government. During the debates, the deputies agreed on the need to ensure free access of users to the Internet, but noted that despite the innovative nature of this type of regulation in Chile, the legislation in this area lags far behind the speed of technical progress.
The Minister of Transport and Communications, Felipe Moranda, promised government support for this initiative, while he said that politicians should move further towards internetization of the country and promised to focus on expanding the coverage of broadband access to the network in order to achieve 100% coverage within 8 years.
He also promised to strengthen control in this area. Thus, according to the new rules issued for the implementation of the new law, sanctions are imposed on providers that try to impose any restrictions on access to the global network.
The lower house has already sent a draft law to the head of the republic for amending or adopting it as a law of the Republic of Chile.
