The iPhone 4 has problems with antenna design, not with the formula

Engineers from ConsumerReports.org conducted a series of tests and found that the loss of the signal is due to the closure of the antennas, and this is not a software error. Earlier it was reported that the error is due to the formula for calculating the signal strength.
