Share Market in Russia

Today I looked at the site of my provider and found strange numbers, I think only this is possible for Russia:

In the event of reorganization, VolgaTelecom shares are converted into Rostelecom shares. The exchange ratio (conversion ratios) is determined on the basis of the market value of the shares in accordance with the reports of the independent appraiser Ernst & Young LLC - appraisal and are:
- 0.891 ordinary shares of VolgaTelecom OJSC are converted into 1 ordinary share of Rostelecom OJSC;
- 1,134 type A preferred shares of VolgaTelecom OJSC are converted into 1 ordinary share of Rostelecom OJSC.

The redemption price of OJSC VolgaTelecom shares was determined by the decision of the Board of OJSC VolgaTelecom OJSC based on the report of an independent appraiser, OOO Ernst & Young - appraisal, and is:
- 96.74 rubles - for one ordinary share;
- 96.74 rubles - for one type A preferred share.
