Buying a domain of the Russian Federation even for 1-3 million rubles is an irrational decision, but if the money goes to charity, then the chance for the buyer to make such an irrational decision increases.

Holding auctions at the opening of the domain zone is not a Russian invention, but a common practice. For example, in 2008 and 2009, auctions were held in the new top-level domains of ASIA and ME.
True, in the desire to use the Dutch auction, we are ahead of the rest. This is partly due to the fact that there is no single auction site for domains in Russia (in the west, the registries used the services of sedo.com and pool.com), in part with the requirements of the Russian legislation on legally significant accounting of time rates.

By the way, do not think that the auction is pulling funds from companies or government agencies.
