Students MEPhI forced to engage in the census 2010

On October 14–25, 2010, a population census will be held in Russia MEPI students of the 4th and 5th courses are forced to participate in it. In response to the refusal of one of the students to participate in this event (firstly because of the total lack of desire to walk around the apartments and “rewrite” people, secondly because of work), the deputy dean replied:

“Information for $ student_name.

The participation of students in the census is determined by order of the Rector No. 134 dated 04.14.2010 . According to the Charter, all students must comply with the orders of the rector. The fact that they are familiar with the Charter and undertake to comply with it, the students signed for admission to the MEPI.
')
$ student_name is a full-time student. At the time of the census, students are exempted from classes. When applying for a job he had to get permission from the dean's office. This permission, as far as I know, he did not receive. "

Question: Is this coercion lawful, and is it not in conflict with any laws?

UPD . I did not go to the census. Those who went, very much regretted about it. From their words, more inadequate people than in United Russia, it is difficult to find.
