Belarus will introduce criminal liability for violation of the decree governing the Internet

According to the Ministry of Communications of the Republic of Belarus, a draft law is currently being drafted, which will provide for administrative and criminal liability for violation of Decree No. 60 on the regulation of Bynet.

The question of responsibility for failure to comply with the provisions of the decree and the decision of the Council of Ministers was of the most interest. And the Ministry of Communications did not become cunning, explaining that a draft law is currently being drafted, which will clearly indicate who will be responsible for what. In this case, the responsibility will be provided for both administrative and criminal. The ministry also gave other explanations on Decree No. 60 and Council of Ministers Decree No. 644.

As the Ministry of Communications explained, before July 1, 2010, Internet service providers are obliged to provide state registration of all information networks, systems and resources, and both their own information networks, systems and resources, and clients. At the same time, from July 1, 2010, the sale of goods, performance of work, and provision of services in the territory of the Republic of Belarus using information networks, systems and resources connected to the Internet will be carried out only by legal entities, as well as individual entrepreneurs registered in okay

The Ministry of Communications and Informatization also confirmed that electronic mailboxes, which are located in the registered domain name, will also be subject to registration.

In a very difficult situation, Internet service providers are falling in connection with the obligation to report that some of their clients have changed registration information, for example, the director has changed. The Internet service provider, as explained by the Ministry of Communications, must within five days from the day of the change of director, as well as any other recording information of its clients, inform the registering authority. In this case, the owners of the sites themselves are not obliged to report the change of manager to their hoster. In fact, any company may not report a change in the registration information and not bear any responsibility. The hoster who will automatically become the violator of the Resolution of the Council of Ministers No. 644 will answer for everything.
