I received the following answer:

Yes, we know that the information was stolen. We have already appealed to the Ministry of the Interior for Cybercrime. The provider http://www.eserver.ru (which owns the site’s IP address) can close these sites only after an official request from the Ministry of Internal Affairs confirming that the original content was posted on vshtate.ru, and that our content was actually copied. On the phone call and on our written request, they refused to assist us. Unfortunately, this issue has been resolved for a long time and we do not know how long it will take to resolve this issue. We also cannot contact the person who copied this information, because He provided false contact details:
