HTML tags in RSS, and about RSS in general

Making syndication of the RSS-feed for Habr for his site faced such a problem, all the HTML in <description>, as one would expect, turned into & lt; br / & gt; etc. and now I don’t know how to greet my RSS in a human form.
Why not just protect <description> with CDATA? What would the proto parser bypass the characters.
And why not to turn on my avatar by the flow pattern, as it was done on LJ?
