Slave terms of the contract?

In one company, employees were offered to sign some kind of agreement. In case of non-compliance, the following measures will be applied:



“The consequences will be as follows:



1. Within 2 years, the Company will inform new employers of these employees about the violation of this agreement.

2. For 5 years from the date of the dismissal, these employees will be on the list of unfair employees, which will be maintained on the Company's internal corporate portal.

3. Within 5 years from the date of dismissal, the Company will not cooperate with these employees in common projects with our clients and partners. ”

Are such measures a violation of the Labor Code of the Russian Federation? Or in the case of signing the agreement has a higher priority than the Labor Code of the Russian Federation?
