Last week at Habré was marked by extensive discussions about the possible options for the direct expression of the will of citizens and the holding of referendums.
However, as many participants in the discussions rightly pointed out, any implementation of such an idea will stumble upon a significant obstacle - corruption.
I would like to talk about methods of fighting corruption in this topic.
I will make a reservation right away, this post was written not by me, but by a LJ user and just a good person.
nadovsem , but it seemed to me so interesting that I would venture to offer it for familiarization to the habra people.
Let's play!
You are a good person with a salary of $ 500, but you have to live, and you still get $ 5 thousand of left-wing money. So in your work all do.
You yourself are against corruption, but how to live?
And here is the solution! Your salary is increased by 3 times, now you will receive $ 1500. But with one condition - you are asked not to take these 5 thousand dollars anymore. The truth is that they will control you the same way as before, that is, they will not. And there is no time for control, you have to earn yourself. Yes, and how to control you, you're a policeman, and you yourself are not a controller! Well, let's stop corruption together?
The growth of the money allowance is provided for by the reform of the Ministry of Internal Affairs, said the Minister Rashid Nurgaliyev. Police salary promised to triple.
You said that you will not take illegal $ 5 thousand? Well, then my proposal will not frighten you. You must use a lie detector. Once a year, ask the policeman one question: “Did you have any illegal income last year?” And record this minute procedure on camera.
Polygraph (lie detector) is inexpensive and can not be deceived. Our forensic teacher, a huge man who has worked in organs all his life, conducted an experiment. He took a card from the deck and showed it to everyone, after which the card interfered. One by one, he opened the cards and said: "It's not her." And so 36 times, including when she got the one that everyone showed at the beginning. He tried to deceive the device, he did not succeed, the experiment was conducted 3 times. I must say that the test took place on a simple polygraph, which has only 3 sensors. In modern - 11.
Our legislation does not consider the evidence of the polygraph as evidence. Do not need! At the same time, any position in the civil service is obtained by competition and each year the contract is extended. What prevents not to renew this contract?
The police cannot be replaced at once, this is understandable.
No revolutions are needed, let's act wisely: Three years - and there is no corruption in the bodies!
No need to hurry. The next three years can be devoted to the lower link of civil servants, and then to the higher composition, including the Government.
The police take strong, brave, with good health, and this is all competitive conditions. Just add one more condition of the competition - a polygraph.
The idea is good because you can always say: “The polygraph was wrong,” no one labels, no persecution, just a contest.')
UPD dated May 26, 2010 :
I stumbled upon an interesting study by Levada Center on the issue of bribes. It turns out not so simple. Here is the text:
More than half of the citizens of the Russian Federation can not without bribesMOSCOW (Reuters) - Over half of the residents of the Russian Federation are convinced that anyone who encounters officials in Russia has to pay bribes, a survey by the Levada Center showed.
Over 10 years, the number of adherents of such an opinion increased to 55 percent from 51 percent in 2000, the Levada Center said.
Only 10 percent of survey participants believe that officials are corrupted by “swindlers and criminals,” while 30 percent of respondents believe that “bribes are given mostly by ordinary people who do not have other ways to solve their problems.” Similarly, 29 percent of the participants in the previous survey in 2000 considered. Then the blame for corruption on the "crooks and criminals" laid 13 percent of respondents.
A survey by the Levada Center showed that 47 percent of applicants give money to officials in envelopes "reluctantly," and 33 percent described the emotions experienced as "tremendous resistance." And only 11 percent give bribes "with a light heart."
Respondents admitted that over the past three years, they personally or their relatives often had to bribe officials when registering firms, and also “cajole” traffic police officers in exchange for “forgiveness” for breaking traffic rules, issuing driving licenses or registering a car and issuing vehicle inspection .
Third place in the “rating” of corruption from Levada Center is for the courts, whose employees, judging by the results of the survey, do not disdain bribes, especially when it comes to criminal proceedings.
The survey showed that Russians also often have to bribe medical staff - for the sake of normal care in hospitals, employers - in order to get the desired position, as well as local authorities, so that they give out the necessary certificates and documents and get housing rights.
Judging by the results of the survey, not only the life of Russians does not go without corruption, but their retreat into the world is different: about 10 percent of Levada Center respondents admitted that they paid bribes when organizing the funeral of their loved ones.
According to a poll in 2009, international public organization Transparency International placed Russia in 146th place out of 180 in terms of the degree of corruption in the public sector, next to Cameroon and Zimbabwe.
