As head of the State Police Valdis Voins said today at a press conference, “the operatives managed to calculate and detain a suspect in the theft of the database of the State Revenue Service of Latvia”.
On Tuesday, May 11, police came to the institute with a search warrant and arrested one of the servers. The reason for the arrest refused to call. Here, at about 10 pm, the hacker was detained at his workplace.

The main motive, as suggested by the consequence: revenge for reducing the funding of the laboratory three times. Wages and scope of work were reduced. After that, in February 2010, hacker Neo downloaded the State Revenue Service data on salaries in the state apparatus.
The head of the 4th Division (Cybercrime) of the Economic Police Department of the Republic of Lithuania, Alexander Buko, reports the following about the suspect:
“In this case, we are dealing with a highly intelligent opponent. Preliminary collection of information showed that the hacker Neo is familiar with the methods of our work. However, as practice shows, any person makes a mistake sooner or later. I cannot reveal the secrets of “Operation Neo”. ”
Neo himself is a researcher at the laboratory of artificial intelligence of the Institute of Mathematics and Computer Science of LU Ilmar Poikans. A suspect in his Twitter calls himself a Universal IT soldier or “universal soldier of information technology”.
The complexity of the case is as follows: data from the state revenue service was stolen not for profit, but only for publicity, from which Rīgas satiksme, Latvenergo, CSDD, the Finance and Capital Market Commission and even the State Police itself suffered. The purpose of the publication is to call on trade union members to pay attention to the reform of wages. From the published data it is clear that with an average salary of police officers in the Riga region - 500 LVL per month, some received more than 3000 LVL.
The important point is that on February 14, 2010, the media received information that a certain organization, the People’s Army of the 4th Atmoda (4ATA), received about 7.4 million documents.
The suspect is currently charged with articles 145 (Disclosing someone’s secrets) and 244 (Illegal actions with devices affecting the resources of an automated data processing system). If the first is punished with arrest, or forced labor, or a fine of up to twenty minimum monthly wages. At best, the second is punishable by imprisonment for up to four years or forced labor, or a fine of up to one hundred and fifty minimum monthly wages.
At the moment, the lawyer Poikans explained that the suspect was released on a written undertaking not to leave the place and that these preventive measures do not interfere with the programmer in everyday life, so he can continue to work. Poikans has no right only to leave his place of residence for longer than a day or to leave Latvia.
