Once again about the "tax on blanks"

Yesterday, a wave of reposting about bad radioactive waste, which “decided to take a tax on clean discs”, crawled across the cozy hostels in case they write something under them, protected by copyright. As I understand it, it began after a recent article in “Vedomosti” . But I am afraid that most commentators absolutely in vain called this necessary and useful “tax” “marasmus”.
Its task is to ensure respect for the interests of rights holders in the so-called "home copying", that is, the creation of copies of protected works for personal purposes. Simply put, thanks to the “tax on blanks,” you and I pay in advance for those works that we can write to these blanks.
In short, when I was tired of reading all these posts, I sat down and scored a couple of articles for antirao.ru:
