"National Information Policy: the base model" of UNESCO - now in Russian

image Each country has its own IT policy. Naturally, in addition to providers of network access, services and content, a wide variety of public entities (which include Habrahabr), the notorious civil society, the state also forms this policy. Let us leave aside the question of the significance of different institutions for the country. One thing is certain - governments play an important role in shaping the climate around information technology.

Therefore, special recommendations were developed for the governments of member countries of UNESCO, called “National Information Policy: Basic Model”.

The purpose of the base model:
assist UNESCO Member States in shaping a national information policy framework, in developing, expanding and updating comprehensive, forward-looking and consistent national e-strategies.
Prerequisites of creation:
The “Base Model” was developed in accordance with the Strategic Plan of the UNESCO Information for All Program for 2008–2013, approved by the Executive Board of UNESCO, under the guidance and support of the Intergovernmental Council of the Program, including taking into account the results of the general discussion online.

And this document is officially translated into Russian. They did this in the Russian Committee of the UNESCO Information for All Program and its working body, the Interregional Center for Library Cooperation .

The "Base Model" provides guidelines, recommendations based on the practical experience of many countries and international organizations.
