Dangerous feedback karma

In habraviks there are such words about karma: “increase / decrease the karma of another user - karma> 5” . In my opinion, this leads to the fact that in the Habr community a positive feedback is formed, which is dangerous for the site. Since only owners of high karma can add benefits to others - only those who are “cute” to Habraelite can come out as a plus. And all the "dissidents" will be quickly driven into a minus, and will not be able to influence the community. I am afraid that soon it will lead to a degeneration of the community : (
