As representatives of the KGA reported, the work was carried out in 2009 by specialists from the State Research and Design Institute of the General Plan of St. Petersburg for budget funds.
Official annotation from the CGA site:
“The three-dimensional digital model is the basis of the system of visual-analytical control. In 2009, development was carried out, the use of which in the aggregate provides the city with a device for checking the possible height and volume of the objects being designed to perform the tasks of creating an architectural environment and a high-rise silhouette of St. Petersburg. A method for estimating the height of objects proposed for construction has been developed; on the basis of a three-dimensional basic model, it became possible to analyze the assessment of the impact of the requested deviations on the formation of situational and environmental characteristics of the urban environment. Also, a database of three-dimensional digital models of all objects of the existing buildings of St. Petersburg with suburbs was created. The most important component is the actual building height data obtained by the method of high-altitude laser scanning. On the basis of this information base, a three-dimensional digital model was visualized. The main difference from other three-dimensional models is that the construction objects are located on the created model of the relief of St. Petersburg. "
