The device can be of three types: 1) complete with a base radio station that receives a signal from the bracelet in a limited radius (usually 100-150 meters), and in case of loss of communication, “signals” to the police; 2) complete with a mobile base station, which tracks its location by satellite coordinates and does not allow the bracelet to retire to the same 100-150 meters (you can go to work); 3) with a satellite navigation module mounted directly into the bracelet (this is the most expensive option).
Israeli products of this kind, which Russia purchased for testing, cost from 1,000 to 2,500 euros. Russian counterparts will be several times cheaper. Three companies are developing in this area: “Intelligent Systems and Technologies” (Perm Territory), “Global Search Engine” (Moscow) and Izhevsk Radio Plant. It is planned that the first bracelet will appear in inspections by the summer of 2010, when the technical task will be finalized and the competition held in accordance with the procedure established by law. The Penitentiary Service of the Russian Federation announced the massive introduction of "electronic bracelets" starting next year. According to the plan of the FPS, every third convict in Russia in 2011 will receive an electronic bracelet and will be placed under house arrest, not in prison, as it is now.
The massive introduction of new devices will allow several times to reduce the cost of maintaining prisoners, improve conditions in Russian prisons and allow many people convicted of frivolous crimes to serve time in relatively comfortable home conditions.
