stackoverflow.com or serverfault.com and not yet a small list from the creators of the first.
And all this time, I am tormented by the question: Why do we still not have this? For the Russian-speaking Internet, where you can ask your question and get a quick and high-quality answer, and not like on the forum, read 20 pages of flooding / flames, and other “sracha”, saying your conf is no rub, etc.

It would seem, write the engine, and here it is a startup, but many understand that such a project should be grown on the basis of an already formed IT community, from scratch it will be enough to visit in 3-5 years (in my humble opinion). Once for me it was forum.sources.ru then forum.ubuntu.ru and so on, but the forum, I think, is not the most convenient form of Question-Answer. Now Habrahabr has formed that community on the basis of which, it seems to me, you can run your “stackoverflow” with great success.
Do you want to pump karma or get out of the minus, go help those in need with your knowledge, can you not help? - then yes, think about whether you need this community.
