Until recently, geographical domains were formalized by the Coordination Center. After the
well-known events , they turned into ordinary domains that can be sold, deleted, turned off, and ... earn them.

On the one hand, the change of ownership of such domains as SPB.RU, MSK.RU, COM.RU, ORG.RU and others can positively affect the further existence of registration in these zones. But it can also initiate paid registration and charging for already registered domains.

Imagine that, according to the released Regulations, the domains can be simply turned off without even asking the owner about it.
According to the Regulations of the Coordination Center, until September 30, 2010, domains should be maintained as previously. After this date, the new owner of the domain zones can enter their own rules, up to a paid registration and the provision of supporting documents.
According to unconfirmed statistics, only in the domain .spb.ru there are over 1 million records.
On the one hand, any movement in these zones can speak of change, both for the better and for the worse. Throughout the work of these domain zones, its owner has done a great job in supporting its efficiency and maintaining free registration. Recently, however, the development of the zone has stopped. Due to the lack of technical and financial resources, the .spb.ru domain zone was even unavailable for several days in early 2010 for technical reasons.
In turn, the position of Relcom is clear - why hold a huge responsibility to administrators for free. It is not clear what the rights and conditions of the domain zones of this scale were transferred to RU-CENTER. After all, there are many other participants in the domain market who are ready to offer a human solution to the desire to make money - the development of both the zone itself and its related services, such as the secondary market, could keep this zone free for all its participants.
On the other hand, the transfer of such a large piece of cake, and even the monopolist, looks wrong.
