Half of the users, even more likely, most of them, unknowingly, have done well for the young, or some other reason, at the beginning of their habrakareas, with their first awkward topic, they climb into deep minuses and turn into trolls. Moreover, the administration has done only worse, now what a troll person can be seen immediately, you just need to go to his profile; +10 to the evil of the troll.
And the man wrote for good luck, he was not going to repeat the fate of the great "elite" users of Habr, because he knows that this is beyond his power, he just posted a topic to check - and what will happen? He melted at a crossroads: if I succeed, I’ll be good, if I don’t, I’ll become a troll; The punishment is not so terrible, you can get great lulz and without creating new topics, you can shit (I humbly ask for petition) in the comments.

And we end up with accounts that have something like written on the profile: “Minus, I don’t care,” and -50 karma. Do they wear a favor? Not. They make Habr better? Not. They only create the appearance of dialogue, page clicks and statistics. Yes it is beneficial to advertisers and no it is not beneficial to readers.
And now imagine, if (the great word “if”!) Of all the trolls immediately bannit, what happens? A person will value his reputation (unless of course there is at least a drop of common sense in a person), a person will think one more time before posting a dubious topic.
