As I already wrote , the competition for licenses for the provision of third-generation mobile communication services was won by the operators of the “big three” - Beeline , Megafon and MTS . Yesterday, the Minister of Communications solemnly presented stamp papers to company executives.
It is interesting that Leonid Dododzhonovich does not exclude the appearance of other players - in his words, it all depends on clearing the radio frequency spectrum. Now there are enough free frequency ratings for three operators, but not all the range of UMTS systems has been selected. With the bandwidth for one channel at 5 MHz, in the lower part of the selected band in Russia, the bands at 50 MHz and 30 MHz at the bottom and at the top, respectively, are not currently allocated at the top of the range at MMHz and 30 MHz.
If you count, it turns out that now three operators have 105 MHz allocated (for each of the operators there are 2 bands of 15 MHz and 1 of 5 MHz). And unmarked frequencies remain as much as 125 MHz.

It is clear that the "troika" will crawl out of the skin to divide the remaining frequencies among themselves. Remaining and released, of course.
But it can be said that if we don’t have at least a fourth third generation mobile operator, then there’s a cartel agreement between the troika and explicit lobbying for the interests of these companies by MinInformSvyaz employees.
That, in general, is not surprising for our country.
