Separate comments page on topics

In the current version of the site, in order to view the commentary from the live broadcast, it is necessary to upload not only the discussion of the topic, but also the article itself. Some topics are quite voluminous and their reloading is usually only spurious traffic (you have already read both the topic and the first comments and most likely came just after the discussion has been developed). I would like to see two options for the design of the topic:
1 - as now (full text + all comments) on the links on the title of the topic and on the word "comments"
2 - output of the topic to <habracut>, with the possibility of AJAX loading by a special button / link (so that if necessary it would be possible to clarify the details), and all comments on the link from the live broadcast and on the link to the word “comments” after the first viewing (judging around this information is already stored somewhere).

These steps will not only save our traffic, but also save CPU time for other users.

I would also like that the selection of new comments would not disappear with the addition of an answer, but it would remain until the page reloads.
