HTTP protocol support added to vsftpd

According to the author of vsftpd, he suddenly became bored and he did support the HTTP protocol in his popular FTP server. While he can give only static content. The name vshttpd was already taken, so the author decided not to change the name of his server. The funny thing is that now the option ftp_enable = NO has appeared.
