This is a huge loss. Or when a neighboring guest cannot send you data for 2 hours, because of what your work is worth, but promised in 15 minutes!
In this regard, the question arose - "How much of your working time do you lose on waiting?". Punishments for being late - fines, punishments, reprimands, etc., come up regularly in various places. But as practice shows, all the same, there are those who are chronically late, regardless of the consequences. For example, Latin American and African football players are regularly late in their teams after the holidays, and in football, fines for this are tough. or even as with I.V., Stalin is legislative to punish for being late? ..
I think this problem has several facets: education, psychology and the ability to evaluate. First: education of a person defines his whole life, by education I understand the directed socialization of a person, Psychology - I think some people have a mental predisposition to being late. It seems to me that there are an infinite number of options for spending time. But there are some basic ones that I think should cover 80-85% of the audience.
