The central bank will put WM and poison under "normal supervision"
Officials finally let it slip , why the National Payment System is actually being created. Russian Deputy Finance Minister Alexei Savatyugin spoke on this topic yesterday and he specifically made it clear that Webmoney and Yandex.Money had grown to too high turnovers (9 and 8 billion rubles a year, respectively), and the state cannot leave such a market without oversight.
Webmoney and Yandex.Money control 90% of the entire Russian Internet payment market. And if Qiwi terminals and SMS payments are added to them, then the entire electronic payments market in 2010 could double to 80 billion rubles.
Russian government agencies are interested, in the first place, in unique non-bank entities like WM and POISON. The total number of active accounts they have already exceeded 2.3 million. The Central Bank is now discussing the possibility of introducing a special type of license for non-banking organizations, “so that WebMoney and Yandex.Money are under normal supervision,” the deputy minister explained.
