A month and a half ago, searching for some information on the Internet, I appeared on the
Rostransnadzor website. It was already difficult to recall how the circumstances developed, but for some reason I decided to register on the site.
After completing the registration and logging in, I noticed a strange thing: on the page appeared (as it became clear to me some short time later) the content management elements (some of them are marked):

Having made several clicks, I learned that the period of activity for technical support and updates ended on December 24, 2008 (more than a year ago). It seems that funds for the renewal of the support of the site Rostransnadzor no longer allocated:

In order to finally make sure that I am not sleeping, I changed the number of news displayed in the middle column from five to three pieces on the main page of the site, and from 5 to 7 in the left column in the “Recent Documents” section:

Finally, after making sure that the usual registration on the specified state website ended in obtaining elevated rights sufficient to make changes to the content of the site, I wrote several e-mails to the addresses that I was able to find.
Mr. Kozyrev, with a postal address in the gov.ru domain, answered 12 hours later, thanked for the letter and promised to take action. But the gentlemen from seaexpress.ru (I think they are related to the maintenance of the site, now I don’t remember) were not so polite and answered only after 3 days:

The user could not make any actions on the Rostransnadzor website using this panel (not counting the changes that I described and those that could possibly have been made - note).
The situation with user access to control panel items has been fixed.

The latest documents in the left column of the site to this day are seven. This is all because "... using this panel, the user could not render any actions to the Rostransnadzor website" :-)
