I think many of those who use ICQ today stumbled upon connection problems.
Typically, the number is connected, but all contacts are not online. In rare cases, it still does not send / receive messages, or even becomes completely impossible to establish a connection.
In fact, these problems did not start today; they touched my number yesterday morning.
There were no official statements from AOL / ICQ, but apparently there is an update (or reboot) of the servers with the database that stores the server contact list. When the queue reaches your server (the network is pretty decently decentralized from the inside, probably) - the problems begin with you. Usually problems are observed for 2-3 hours, but there are cases with less (30 minutes) and more (5 hours) time.

Do not panic - everything will come back to normal.
Some people ask why if the server contact list has disconnected, even the clients with the local one do not see anyone on the network, although the messages are sent normally. The fact is that the current policy of ICQ servers does not send presentations (packets with status and not only) to contacts that do not have authorization.
The authorization data is stored in the server klista, respectively - no click - no authorization - no presences - all are offline.
Personally, I don’t think that this is somehow related to the fight with clients, firstly, even the users of the official client are experiencing problems, and secondly, in my opinion, AOL is not in a position to fight a war now - they want to sell ICQ and change the field activities, and the struggle in this case on their part becomes meaningless.
