In addition to today's femtocell note, I would also like to note one significant decision of the State Radio Frequency Commission (SCRF), directly related to the introduction of femtocell from operators, and more specifically, the decision on the allocation of frequencies 1710-1755 and 1805-1880 MHz for the organization of micro-networks of cellular communication GSM on board the airliners of Russian companies. In addition, the GKRCH allowed the use of radio frequencies of 1710-1785 MHz and 1805-1880 MHz for GSM cellular communications on board Russian ships, as well as radio frequencies of 63-64 GHz for radio electronic means of intelligent transport systems.
Technically, in-flight cellular communication will be provided by low-powered base stations (femtocells) connected to the satellite communication system of the aircraft / airliner.
However, there are some limitations: the cellular communication system should not cause interference to terrestrial radio services. Therefore, the use of mobile passengers will be allowed only at an altitude of more than three thousand meters, otherwise the connection will be automatically disconnected. This caution is also necessary for security reasons - it is necessary to eliminate the influence of mobile phones in the most critical phases of the flight - during takeoff and landing for airliners.
