Today, the State Radio Frequency Commission (SCRF)
plans to allow mobile operators to use 3G
femto cells with a capacity of up to 25 mW in Moscow and up to 1000 mW in other regions without unnecessary procedures for registering a single cell. Thus, operators will be able to distribute femtocells to subscribers for installation in the home or office.
Femtocell is a miniature cellular station designed to serve a small area (office or apartment) and is connected to a central station via a fixed line (for example, via ADSL). In the US, a few months ago, they began selling the first devices of this type called
AT & T 3G Microcell . Such a transmitter, when installed at home, is an excellent alternative to WiFi.
The operator is also profitable: users on their own and for their money expand and improve 3G coverage.
For mobile operators, the sale of these devices could be a new type of business. True, this is how they can dig their own grave, because over time, traffic can go into a self-organizing peer-to-peer network from users' femtocell.

Femtocell sales to the population have already been established by at least
seven operators in the world: three in the USA, one each in China,
Japan , the United Kingdom and Singapore. In December
France was added to them. Here is a
page with photos of various femtocells.
