The competition of the
Federal Tax Service (FTS) for the purchase of antivirus software was held in violation of the law. This conclusion was reached by the Commission of the
Federal Antimonopoly Service (FAS) , considering the complaint of one of the participants of this competition -
Leta-IT Company ,
reports the Prime-Tass agency . This company offered the lowest cost of the contract - 47 million rubles, but was disqualified by the competition commission. As a result,
Systematica won, with a proposed contract price of 58 million rubles. The third place in the competition was taken
by Kaspersky Lab .
However, now the results of the tender will have to be revised: the FAS Commission decided to cancel the protocols for the consideration of tender bids and their evaluation. “We are pleased with the FAS’s verdict, because the reasons for which our application was withdrawn were contrived,” said Alexander Chachava, President of Leta, to Habrahabru. - The main reason was the lack of a certifier from our vendor,
IBM , testifying to the compatibility of our solutions with the Lotus Notes corporate system established by the FTS. However, we provided data from world-famous test labs, for example,
Virus Bulletin , indicating not only compatibility, but also high-quality work of our products with Lotus Notes. And FAS experts agreed that these documents were sufficient. ”
By the way, according to Habrahabr, other tender participants, whose bids were not disqualified, submitted an IBM certificate of compatibility with Lotus Notes version 4.5. But now the vast majority of computers in the FTS use a later version of this system - the 5th and 6th, about which compatibility of these products did not say anything. However, most likely the FTS will not give up so easily: at the meeting of the FAS Commission, a number of its high-ranking executives were present, and now, after a negative verdict, the tax authorities may well appeal to the court to appeal the decision.
