Problems with voice communication when transferring data from MTS (other operators have not been verified)

Living and working in St. Petersburg throughout the past year, I used a corporate SIM card for data services and voice calls on the Nokia E51.
Actively enjoyed the introduction of 3G, and speed. Progress does not stop.
Later moved away from the active use of data transmission.
This week - I-phone 3G 16gb with firmware 3.1.2 got into my hands.
where an unpleasant bug was discovered.

Story:
With an active data transfer session (EDGE / 3G) - I automatically disappeared from the cellular network. When trying to make a voice call to my device - the caller heard the phrase "The device of the called subscriber is turned off or out of network coverage"
As soon as the data transfer stopped - I received an SMS notification that the man tried to call.
Today, solving this problem with setting up the device - I found out that the problem is not in my device.
Tested on different corporate SIM-cards from one tariff,
on devices Nokia N97, Asus P527 - with the same result.
When using packet data - voice transmission was not available.

When searching the Internet, I found the following explanation for the problem:
H. cartman, you have absolutely misunderstood the concept of priority. The fact is that the priority is set for a cell, for those time slots that are not specifically allocated for voice or data transmission. At the same time, if there are not enough time slots, time slots with non-priority traffic will be released to the priority traffic. MTS (and other operators) have priority for voice traffic, of course (most of the cells have dedicated time slots for data). The priority for a specific number or a specific tariff (GSM and GPRS networks do not know anything about tariffs at all) is not set. After that, I assumed that on the operator’s side, the priority in the equipment settings was changed.
MTS Technical Service - could not respond to the request and asked to formulate everything in writing.
The request has been sent to the service department.
While the operator’s response is expected, a survey was conducted among our employees in Moscow.
With a request to specify the phone model, the carrier.
It turned out that the problem has been observed for a long time.

Similar problem with my Nokia N73 with MTS sim card
The same problem is two years on all htc devices,

Although the operator’s website indicated in the description of the GPRS / EDGE service:
GPRS technology allows you to:

UPD. After digging in the network, an article was found concerning the I-Phone where the cause of the problem is described. And talk about setting the carrier. I checked settings with i-Phone. The value of Network Operatring Mod for MTS is SPb = 2. According to the article “With such settings it is impossible to make simultaneously data transfer and voice calls. So it's all the same in the settings of the operator.

UPD. It is important when testing to take into account your phone model! as correctly noted by the user Sic. On your phone, a chip can be installed that does not support simultaneous voice communication and data transfer.
