Usability department: to create or not?

During the last three weeks I had to answer the same question 4-5 times:

Is it worth creating your own department inside the company that will deal with usability issues, and if so, how?

This question was asked to me by friends and colleagues, and clients, and I suspect, will be asked in the future.
