The US National Science Foundation ( NSF ) published statistics on the dynamics of scientific and technological development in 1995–2009. China caught up with the United States by number of researchers (~ 1.5 million). In Russia, on the contrary, there is a decrease in the number of research workers: in 1995 there were about 600,000, and now there are only about 450,000. In China, the number of scientists each year increases by almost 9%, and in Russia - by 2%.
From the graphs it is clear that the citation index of scientific works, one of the most important indicator is decreasing in both Russia and Ukraine. A kind of a good innovative indicator of the difference between the words of the rulers and their deeds.
