Delivery of emails to home address

image
Ukrpochta quietly and imperceptibly introduced a service for the delivery of paper copies of e-mails to your home, or on demand.
The cost of sending about 0.45 cop ($ 0.054) per word, while the minimum cost of such a letter should be 10.80 UAH ($ 1.32). The maximum length of a message is 300 words or 3 thousand characters.
To send a message, a special portal has been created: http://perekaz.ukrposhta.com/ (the site is Ukrainian-language, electronic money transfers are also sent through it).
Everything would be fine, but with the payment of services the population may have difficulties. Payment is made only with the help of smart cards of the NSMEP system, and it will need to be sent through a card reader (!).
Links where you can buy a card reader and download free software are provided on the Ukrposhta portal.
It would seem that the service itself may be useful, but why introduce such a strange way of payment?
