Requirements for state sites from the Ministry of Economic Development and Development through the prism of availability of information

Two and a half years ago, I took the initiative to develop requirements for the availability of information on state sites.

In November 2009, a small order was finally published by the Ministry of Economy and Development that contains requirements for state sites , which can make life (for at least the first time) much more difficult for the departments responsible for maintaining state agencies' online resources and, perhaps, greatly simplify life for users of their sites.

I decided to use my experience in analyzing the concept of accessibility , which I voiced at the User Experience Russia-2007 conference and present new requirements in the context of the accessibility classifier, at the same time making them more visible for familiarization and study.

Thus, the requirements for information accessibility are divided into 4 categories:
  1. Actual availability
  2. Accessibility
  3. Opportunity to find
  4. Opportunity to use

I. Actual availability


Backup
The daily copying of all information on the official website and electronic journals for recording operations to the backup material carrier should be provided, ensuring their recovery.

Damage information
Information must be protected from destruction, modification and blocking of access to it, as well as from other illegal actions in relation to such information.

Archive storage time
Backup material carriers should be provided with daily copies of all information posted on the official website and electronic transaction logs for at least one year, with weekly copies of all information posted on the official website for at least two years, with monthly copies of all information posted on the official website information - at least three years.

Credibility
The use of electronic digital signatures or other analogs of a handwritten signature when posting, modifying or deleting information on the official website should be ensured.

Journaling
It should be ensured that electronic logs of operations performed using software and technological tools for maintaining the official website can be maintained to ensure that all actions for placing, changing and deleting information on the official website are recorded, the exact time, the content of changes and information about the authorized employee of the federal body are recorded the executive authority (territorial authority) or the operator of the official website that made the changes on the official website.

Statistics
Software and information formats should ensure that all pages on the official site are visited by placing program code (“visit counter”) on all pages on the official site provided by publicly available statistics collection systems on the Internet and recording the fact that the user has visited the page.

Availability of statistics
Software and information formats should provide free disclosure of the official website’s attendance data on the Internet (the number of visits and unique visitors of the official website, its individual pages by hours, days and months), storage and accessibility for users of information on the specified summary data for the last three years .

Ii. Accessibility


Technical and organizational accessibility of information
Information should be available round-the-clock to users of information for receiving, familiarizing and using, as well as for automatic (without human participation) processing by information systems, free of charge for acquaintance with information or its other use and other restrictions.

The information should be accessible to users of information without the use of software, the installation of which on the user's technical equipment requires the user to make a license or other agreement with the copyright holder of the software providing for charging information to the user.

Organizational availability of information
The information should not be encrypted or protected from access by other means that do not allow the user to familiarize the user with its content without using any other software or hardware than a web browser. Access to information posted on the official website may not be subject to the requirement of registering users of information or providing personal data by them, as well as the requirement that they enter into licensing or other agreements.

Downtime
The total duration of interruptions in the official website should not exceed 4 hours per month (except for interruptions related to force majeure circumstances).

Load capacity
Software and information formats should ensure the operability of the existing official website under load, determined by the number of users accessing the site information, twice the maximum daily number of hits to the site by information users registered during the last 6 months of operation of the official site. a newly created or functioning official website for less than 6 months - with a load of at least 10,000 hits to the site per month.

Modes of operation and alert rules
If it is necessary to carry out planned technical work, during which users will not be able to access the information posted on the official website, a notification about this should be posted on the main page of the official website at least one day before the start of work.

In the event of technical problems, software malfunctions or other problems that make it impossible for users to access information on the official website or on its individual pages, the official website should be posted within a period not exceeding 2 hours from the moment access is resumed. date and time of termination of access, as well as the date and time of renewal of access to information.

Iii. Opportunity to find


Local search
Software and information formats should provide information users with the ability to easily search and retrieve all textual information posted on the official website, including searching for a document among all documents published on the website, according to its details, document content, as well as fragments of text contained in official document website.

Accessibility for search engines
Software and information formats should provide information users with the ability to search and obtain information posted on the official website by means of automated data collection on the Internet, including search engines.

Depth of navigation
All information posted on the official website should be available to users of information by clicking on hyperlinks, starting from the main page of the official website. The number of such transitions (in the shortest sequence) should be no more than five.

Sitemap and current location
The information user should be provided with visual information about the structure of the official site and the location of the displayed page in this structure.

The composition of the navigation menu
On each page of the official site should be placed: the main menu, a clearly designated link to the main page, a link to the official site map, the name of the federal executive body (territorial body of the federal executive body).

Headlines
Headings and captions on the pages should describe the content (purpose) of this page, the name of the current section and the displayed document. The name of the page describing its content (purpose) should be displayed in the title bar of the browser.

Addresses
The text address on the Internet (universal resource locator, URL) of each page should display its position in the logical structure of the site and correspond to its content (purpose), as well as the standard textual address should be used in the text address.

Publication and change dates
Software and information formats should provide information users with the ability to determine the date and time of posting information, as well as the date and time of last change of information on the official website.

Information Formats
Information in the form of text is placed on the official website in a format that provides the ability to search and copy text fragments by means of a web browser (“hypertext format”).

Regulatory legal and other acts, draft acts, judicial acts, reports, reports, contracts, reviews, forecasts, protocols, conclusions, statistical information, sample forms and other documents in addition to the hypertext format are posted on the official website in the form of files their saving on users' technical means and allowing, after saving, the ability to search and copy an arbitrary fragment of text by means of a corresponding program for viewing ("document in electronic form ").

Regulatory legal and other acts, as well as judicial acts may additionally be posted on the official websites of federal executive bodies in graphic format in the form of graphic images of their originals (“graphic format”).

Software to access information
Software and information formats should provide users with immediate and free access to information posted on the official website. The use of information posted on the official website cannot be caused by the requirement that users use information from certain web browsers or install software on users' technical equipment with software specifically designed to access information posted on the official website.

Accessibility
Software and information formats should provide the user with the ability to navigate, search, and use textual information posted on the official website, with the display of graphical page elements turned off in a web browser.

Software and information formats should provide users with the opportunity to use the site, including through the keyboard, without having to hold individual keys for a certain time or need to stick
a specific input sequence, produce simultaneous keystrokes.

Software and information formats should provide information users with the ability to scale (increase and decrease) the font and interface elements of the official website by means of a web browser.

Tongue
Information is posted on the official website in Russian. By decision of the head of the federal executive body (territorial body of the federal executive body), separate information on the official website, in addition to the Russian language, can be placed in the state languages, republics that are part of the Russian Federation, other languages ​​of the peoples of the Russian Federation or foreign languages.

The names of foreign legal entities and the names of individuals, as well as foreign official designations may be indicated using the appropriate foreign alphabet.
