Lukashenko created a special service for the Internet

The operational-analytical center under the president is entitled to control the Internet correspondence of the Belarusians and to monitor which sites they visit.

On January 14, Alexander Lukashenko signed the law “On Amendments and Addenda to Certain Laws of the Republic of Belarus on the Strengthening of the Fight against Crime”. Thus, since yesterday, the Operational Analytical Center under the President of the Republic of Belarus is vested with the right to carry out operational investigative activities in the territory of Belarus.
In other words, the Center now has the right, among other things, to monitor the Internet correspondence of Belarusians and monitor the movement of Belarusian Internet users in the network, Electroname.com reports.

The OAC is the state body that regulates the activities of ensuring the protection of information, containing information constituting state secrets of the Republic of Belarus or other information protected in accordance with the law, from leaks through technical channels, unauthorized and unintended effects. Also OAC is the administrator of the BY domain.

The state budget for the activities of the Center in 2010 provides for funding in the amount of 12,540,583.0 thousand Belarusian rubles.
The OAC recently attracted attention due to a draft decree on the regulation of Bynett, which was published in the press. According to experts, the project was developed specifically in the OAC and suggested giving the structure the right to distribute the international channel of Internet access and exercise control over the entire Belarusian segment of the network.

The scandalous document deals with blocking websites by a decision of state bodies, identifying users of the Network, holding accountable information distributors on the Internet, as well as state registration of online media. According to the original draft decree, the hosting of Belarusian resources is necessarily transferred to Belarus, and in order to access the Internet even through besparolny access, Belarusians will have to first come to the provider with a passport.
