Special type of customers

I am a programmer and periodically I come across customers who have some kind of idea (scheme of work) for the site / script / application, but the meaning of this idea is hard for them to formulate or just too lazy to formulate. I in such cases, please write those. task (and explain how to do it) after that, they are offended and leave.
Do you come across such customers?
How do you communicate with them?

Today they asked to estimate the cost of development, they sent an excel-document with ten pages of the following type:


I said that hardly anyone would figure it out to hear that the price did not suit you and asked to write a technical task.
Zakachik replied that apparently I was not interested in this project and wished me success.
