The sms delivery time was specially reduced by the operator, while if the subscriber was outside the network coverage area, the SMS was deleted.
According to the representative of the Perm operator UTel, this was done in order to reduce the number of delivery errors and reduce the load.

In the normal operation mode of the network, in case the SMS recipient’s device is out of network coverage, the operator stores the message and makes attempts to send SMS at increasing intervals. Such attempts continue for several days (I once received an SMS sent a month ago), if during all this time the SMS is not delivered, an SMS with a delivery error message is sent to the sender. In this case, the SMS was immediately deleted after a failed attempt.
From myself I want to note that even in normal times, the quality of communication leaves much to be desired. In the area where I am most of the time, dialing from the first time almost never takes place (the cell is overloaded). It’s scary to imagine what happens during the holidays - today I tried to reach the girl 11 times and all was unsuccessful :(. Of course, there is no mention of this “new operator’s new year’s action” on the operator’s website.
It is terrible to imagine how many thousands of people did not receive congratulations from those people who are dear to them, how many thousands of congratulatory SMS were undeliverable, how much money the operator earned on unspecified services (money is charged for sending an SMS, but not for shipping).
For myself, I came to the conclusion: those people who are dear to you should be congratulated personally, as a last resort by phone, and not hoping for “a New Year’s share of the operator send a congratulatory SMS”.
I apologize to all who have not received a congratulatory SMS from me.
