Approved the concept of using open software in the state bodies of Ukraine
On December 23, Prime Minister of Ukraine Yulia Tymoshenko signed a decree “On the approval of the Concept of the State Targeted Scientific and Technical Program of Using Open Source Software in Government Bodies”.
According to the order, the state customer of the program determines the State Committee for Informatization , which, together with the central executive bodies concerned, is requested to develop and submit to the Cabinet of Ministers a draft State Targeted Scientific and Technical Program to use open source software in government bodies.
From the text of the “Concept of the State Targeted Scientific and Technical Program of Using Open Source Software in the State Authorities”, it is possible to find out that today the park of computer equipment in the central executive authorities is more than 234 thousand units, much of which is acquired with proprietary software security. The results of the inventory of computer programs in the executive authorities indicate the need for significant budget expenditures to legalize existing and purchase new licensed software and increase the dependence of the national information infrastructure on proprietary software suppliers. ')
The authors of the concept believe that savings in the future across the state can amount to about 80–87%, including expenses for administration, adaptation and retraining of personnel. Preserving the existing practice of using proprietary software in government bodies will lead to a deepening of problems in this area and the need to spend every four to five years from 400 to 900 million hryvnias to purchase proprietary software and a constant surcharge for updating previously acquired.
It is assumed that the cost of financing the activities of the program will be about 45 million hryvnia.
