Broke a whois for international domains or "How I registered sex.com"

I did not find information on this issue, it seems that a breakdown has just happened. The bottom line is that Russian registrars (at least webnames.ru and ripn.net) see international domains in the com, net, info and other zones as free. Webnames.ru at the same time allows you to register any such domain, even though sex.com
What is the reason for this problem, i.e. from whom they take whois data, from networksolutions or from someone else, I don’t know. I will add an article on the information received from the comments.
