Today, the Head of the Federal Service for Supervision in the Sphere of Telecommunications, Information Technologies and Mass Communications, and easier Roskomnadzor Sergey Sitnikov said in an interview with Rossiyskaya Gazeta that electronic media are directly responsible for everything that readers write on their forums. For complete objectivity, I will quote fully: “ RG : But after all, often a certain kind of statements are contained not in the main content of the site, but in the comments on the forums.Should the site owner be responsible for this? Sitnikov : In this regard, our views with individual members of the media community do not coincide.They believe that they are not responsible for posting on the forums. We consider this position incorrect.The forum, through which publications attract visitors and get a higher capitalization of their information business project, is part of the site, registered as a media outlet. And if this is part of the media, then the editors are solely responsible for what is published in it.Therefore, if the editors do not want complications with supervisory authorities, they should moderate their forum. ” Who is against something? Anyone familiar with the Internet will say that there should be a moderator on any forum. But what do the officials want to get at the exit as a result of such supervision? I do not understand the logic. In the same interview, Sitnikov notes that lately more and more registered media has appeared on the Internet. The head of Roskomnadzor asks the question, in connection with which people register the media, because for self-expression you can get by with some kind of blog? And he himself responds to him that the “Law on Mass Media” provides more opportunities for registered media to engage in advertising and information services. “Another reason that motivates Internet sites to register is the ability to legally, under the protection of the state, engage in the collection of information, its dissemination, provided that this information is reliable,” Sitnikov notes. I would formulate it as the willingness of a part of the media to be loyal and in the right direction to pursue an editorial policy. That is, formally, part of the network segment is ready to exist in the network under the “Law on Mass Media”. And this same segment, which is already quite loyal to the state, is driven into an even more limited framework. Very good! What do we get at the output? Right! An increasing number of unregulated resources in the form of blogs, websites, portals, etc. and the like, which absolutely do not care about the opinion of Roskomnadzor and all of the supervisors taken together. Hey! Gentlemen officials, so what is the effect on the output? When will it become clear to everyone that it is more expensive to introduce censorship?
