Amendments have been made to the law “ON COUNTERACTION OF LEGALIZATION (WASHING) OF INCOMES, OBTAINED BY CRIMINAL WAYS, AND FINANCING OF TERRORISM”.
Now it has an item that will affect the work of many online payment systems:
"1.1. Identification of a client - an individual, establishment and identification of a beneficiary are not carried out when organizations engaged in operations with monetary funds or other property do not receive payments from clients - individuals if their amount does not exceed 15,000 rubles or an amount in foreign currency equivalent to 15 000 rubles (except for the case when employees of an organization performing operations with monetary funds or other property have suspicions that this operation is carried out in order to legalize (launder) proceeds from crime or finance terrorism). ”;
')
Here's how it will affect the users of the payment system "Personal Cabinet QIWI" and our partners from December 05:
- The maximum one-time payment for the services of any provider is 15,000 rubles.
- Maximum recharge LC - no more than 15,000 at a time.
- The maximum bill for the services of online stores is 15,000 rubles.
And if you need to pay more ?
The limit will affect only a one-time payment, additional restrictions on the amounts that can be transferred during the day will not be entered. That is, if you need to purchase services for a large amount, just make several payments one after the other!
The limitation will be supported technically: it will not be possible to deposit more than 15,000 rubles into the terminal's bill acceptor, and all bills for payment of services of
online stores for large sums will be automatically beaten off by the system.
Of course, the restriction will affect some of our partners and, as a result, the users. Pay booking in some airlines will not be convenient. But there are very few such payments in total!
The limit looks like the first step in the attack on the market of impersonal payment systems. Most likely, all new steps in this direction will be taken. I wonder
what ?
