What if the content owner (site) will determine for himself which links the mobile subscriber will receive on his phone? A website visitor, accordingly, will choose which ones he wants to receive (save) on his phone. This is exactly the case - the content is not prepared specifically for a paid service, but the content that already exists on the site, regardless of any telecommunication services.

The site owner (webmaster) places, at his discretion, links on his site, offering the user to save certain content on his mobile phone. It is completely free, it does not even require any prior registration. Each such link is a regular hyperlink.
An interested user can, accordingly, activate (click) this link. In the window that appears (the visitor does not leave the original site) he will be asked to indicate the mobile phone number to which the content associated with this link will be addressed.
Naturally, the message can not be sent immediately to a given number - it would be spamming. Therefore, after saving the content, the subscriber needs to call from the specified phone to the service number. This call will be a confirmation (consent) to receive content. To confirm it is enough just to call, you do not need to enter any codes. After confirmation, the content specified by the site owner will be delivered to the mobile subscriber by SMS.
Since a confirmation call is required for receiving content, then, naturally, when saving content, you can specify not only your own number, but also the number of another person.
