US bans other states to form alliances

Lenta.ru yesterday published a very interesting news. I think it deserves attention even here, on Habré.

I quote:

The US Senate Legal Committee approved a bill that bans foreign countries from setting up international oil and gas organizations on an OPEC basis.

Further:

Russian Foreign Ministry spokesman Mikhail Kamynin stated in connection with the preparation of this bill that Russia considers the sovereign right of any state to form alliances in the oil and gas field. The Russian diplomat stressed that it was not the first time the United States was trying to extend the scope of its laws “beyond the borders of the national territory”.

What is most surprising:

US congressmen wrote a letter to the head of the State Department, Condoleezza Rice. In it, they demanded to inform the Russian government that the creation of a gas cartel would be viewed as a deliberate threat to the US, and the gas OPEC itself would be nothing more than a “global organization for extortion and racketeering”.

Dear Russian government, why do we need a tunnel to these strange people?
