I had a conversation with my supervisor, Petrosyan Leon Aganesovich, dean of the Faculty of PM-PU of St. Petersburg State University.
I suggested that he organize a video recording of the faculty lectures and make it possible for students to view these lectures on the Internet.
The thought was well received. We talked, but finally came to the conclusion that I will draw up a business plan and submit it next week.

Issues to be solved - a lot. But, you see, behind this innovation there is a great opportunity to make studying remote. This is an opportunity for students to watch lectures while in transport on their way to work. Or resting from the heat on sunny Rhodes.
Today, YouTube has
three Russian educational channels , but none of them provides lectures for students, as do American universities.
I suppose that there will be a difficulty with the publication of materials for the whole world - teachers simply may not agree, and this will have to be considered. And I think that a site must be made for this project.

I am a web programmer. And I know how to technically implement access to materials. But that's not all.
In general, I propose to wash the bones of this idea. In the comments ask questions that may arise during the implementation of the project. And the answer. The cost of making matters.

- Who will record the video?
- What kind of camera should it be? On YouTube, I see different quality of sound and video from lectures - it all depends on the camera. Interesting issue price.
- What software will be the easiest way to automate the process of creating video clips of different formats + insert intro?
