Reasons for unavailability of functionality

It would be nice in the tooltip to indicate the reasons for which a particular interface element is not available. For example: “You need more karma,” “Wait 7 days,” and so on.


It was not very convenient for me to see any part of the interface that is not available and not be able to understand why. The wiki is not exactly a “complete” habr manual and inactive controls that I haven’t been able to interact with are bored and annoying (me).
