The dean cannot simply take for no reason to expel a student. But to fill it up on the exam in our time is easier than ever. Because the exams are oral, and what happened there is unknown to anyone. And I don’t need to say that you can “pull out” a person at the oral exam - where are these holy people? Experience tells me that they would rather be "drowned", and even from completely left-wing considerations. And if everything was on paper (a clear written exam with predetermined rules of assessment), it would be much more difficult to simply “overwhelm” anyone and expel from the university.
Summary. All of these methods of the Brezhnev era a la "on potatoes" should die, and first and foremost, students and their parents should watch out for their eradication.
