Alert in Habrabare \ Habratulze

I propose to introduce a new function in Khabrabar - receiving notifications about new messages and responses to comments. Analogy with gmail notifier - a message comes> a message pops up: "! You have been stopped!"

Result: untied-up haBood and a little calmed down nothifier =)
