curious bill .
The most curious points:
- The provider may suspend the provision of someone access to the network at the request of law enforcement agencies.
- Increased penalties for “unauthorized access to state information systems and (or) state information resources contained in them”.
- “The names of the national domains of the Russian Federation are determined by the Government of the Russian Federation.”
What are the consequences of adopting such a law?
First of all, disconnecting from the Internet without a court decision, but only at the request of an employee of the Ministry of Internal Affairs is the first step towards possible Internet raiding.
For example, you want to pay for the hosting extension service for your site via the Internet and then you are disconnected. Result - the
site is no longer available.
Secondly, any attempt to obtain information from a state resource can be regarded as illegal. For example, disclosure of information that some state tenders are published by transliteration may well fall under this item, since it leads to an “irreversible negative change (or destruction) of the economy of a country, a constituent entity of the Russian Federation or an administrative-territorial unit.” Indeed, after such publicity, the economic situation of many subjects of the Russian Federation has become worse, hasn’t it?

Thirdly, after the introduction of mandatory certification for national domains, control over the rules for registering domain names is introduced. Domain registration must be coordinated with the federal executive body in the field of communications and the federal executive body authorized in the field of security, and must contain a procedure for confirming data on persons registering domain names and persons registering domain names to identify these persons , as well as the procedure for canceling the registration of domain names in cases of revealing a violation of the legislation of the Russian Federation.
