Sms scammers provide services on behalf of the traffic police

Today I received an interesting spam in the mail:

You extorted a bribe? .. Write a SMS to a single number for all 4161 operators and the text of the message in the form: GAI and place of bribery.
This service is supported by the State Automobile Inspection of Ukraine.
An automatic response after sending ensures prompt response to your request.

This type of fraud, I believe, has become a higher level and it is more difficult to recognize it for those who do not turn IT.
I am sure that for example my friend motorist would take such a message and send it.
Soon they will come on behalf of the tax, pension fund and other government agencies.
The most interesting will be from the military office:
“Do you want to go to the army? Just send an SMS to the number 0000 with the text „no war“! ”:)

You can set the date and time of the vehicle technical inspection at the State Inspectorate by sending SMS to 4161 (all operators) with the text: gai (space) vehicle license plate (space) city (as in the data sheet).
In response, you will receive the date and time of submission of documents.
